I am a software developer and co-owner of Xcential Legislative Technologies, a small consulting firm in San Diego, CA. We provide software services to state legislatures as well as providing a bill tracking service for California’s legislation. While my background is EDA (Electronic Design Automation) – or CAD to those not familiar with the field, I have been working in the field of legal informatics for the past 10 years. I led the effort to design the XML schema used by the State of California for their legislation and built the bill drafting editor that they use to produce all legislation. In the years since initial deployment I have extended the system, built follow-on XML schemas, and developed the LegisWeb bill tracking system. Now I am most interested in activities to coalesce the various efforts underway around the world in the field of legal informatics in order foster an industry in this field.
